This bullet is available in the item exchange mission Bullet License at the cost of 90 PA Fragments.
This bullet trades accuracy, power and an elemental attribute for the ability to penetrate multiple targets.

-Although Twin Penetration really isn't worth the 90 PA Fragments it runs for, (Chikki Kyoren-jin gets the job done a lot better) there are a few situations in which it comes in handy:

--Assisting lower level players in low level missions; it can hit all the enemies numerous times without killing them, alowing the other players to gain xp dealing the final blows.
